The purpose of the safe living and working in saturation and underwater habitat program involves an assessment of hazards and risks to formulate a safe system of work. It also determines the emergency arrangements, which must be in place prior to entry.

The program aims to reduce the risks and hazards of the occupants through complete planning which includes daily life in a hyperbaric or in underwater normobaric habitats environment, lock-outs and lock-ins, emergencies, management of the internal Life Support System, other.

During the development of the program, saturation diving systems used in Oil&Gas and underwater habitats used as resort accommodation were taken into consideration.
